Cudgen Connection Project to be Submitted for Gateway Determination
In early 2021, the SAS Group began supporting the $300 million Cudgen Connection ‘Cudgen’ project with a rezoning application for its 5.7-hectare site on the NSW Tweed Coast. The precinct, located adjacent to the new Tweed Valley Hospital and near Kingscliff TAFE, will include a new university campus, essential worker and community housing, private hospital, medi-hotel, specialist and allied healthcare.
After more than three years of continued advocacy, the NSW Government’s Northern Regional Planning Panel just handed down a positive decision on the rezoning application. This means the project can advance to the next stage and be submitted for a Gateway determination*, based on its strategic and site-specific merit.
Whilst there are numerous conditions imposed by the Northern Regional Planning Panel, Cudgen and its partner Centuria Capital can now prepare a development application for the new precinct. This is great news for the Tweed community which desperately needs these amenities. It’s also a significant achievement for the proponents as they’ve fastidiously followed the local and state government rezoning and planning processes over the three-year period.
Over the past three years, significant community consultation with local residents revealed overwhelming support for the project. This evidence was provided to the Panel to support the rezoning review and to further progress the planning process.
Cudgen Connection is the largest proposed development in the Tweed Shire. It will provide a significant boost to the region and help address the worsening health, education and housing crisis in the area.

*A ‘Gateway determination’ is a checkpoint for planning proposals before resources are committed to carrying out investigative research, preparatory work and consultation with agencies and the community. It enables planning proposals that lack strategic planning merit to be stopped early in the process before time and resources are committed. The Gateway also enables the Minister for Planning to amend or refuse planning proposals inconsistent with Ministerial directions and strategic planning.
